A project on gender training, best practices, legal capacity building and
legal aid in mental health

(2004-2005)

Project site: Vadodara, Gujarat

Gujarat Mission
The Government of Gujarat created the Mental Health Support Programme (MHSP) to facilitate mental health services and interventions in the State. Bapu Trust was a core member of the team, led by the Indian Institute of Management, Ahmedabad, which brought out the Mental Health Mission Report, 2003. This report emphasized that gender, ethics, best practices and law are fundamental to creating an enabling environment for mental health sector development in the state.

Our Purpose
… is to strengthen environment and capacity for gender sensitive, patient centered thinking and ethico-legal jurisprudence in mental health.

We aim, in this project, to generate information, and create capacity on ethics, good practices, gender, consumer and legal concerns in the mental health sector in Gujarat. Our project has two main objectives:

Research
In the project period, we are conducting research studies and documentation in the following areas:

  • Custodial institutions and mental health care: A study of institutions in the context of mental health care (mental hospitals, jails, beggars’ homes, women’s shelter and police custody)
  • Centering the user in mental health: A survey of different stakeholders (users, carers and mental health professionals) on values and attitudes towards mental illness, patient awareness and satisfaction with the services
  • Judicial decisions in Gujarat: A study on district and session court decisions in the context of mental health
  • Women and mental health: A case study analysis
  • A consultative report on good practices in mental healt

Pilots
During the project period, we will be running the following pilots:

  • Gender and mental health: A two week training programme for mental health professionals, representatives of NGOs, women’s groups and carer’s groups
  • Law and mental health: Training programs for lawyers, judges, legal aid officers, legal aid lawyers, metropolitan judges and district magistrates and other legal officers in Gujarat.
